“Ensemble” is an essay written for a volume honoring the Anti-Corruption Excellence Award laureates.

· First, pair economic models with successful examples of reform; theory plus cases beats either alone.

· Second, progress hinges on collaboration—across agencies and across the public–private–citizen divide—which is vital, hard, and doable with the right design.
